If you do not have a Medicare card or are ineligible to receive Medicare card you can still pursue medical help at hospitals and doctors but you will be charged for the treatment. Depending on your private health insurance you should be able to claim these costs back from your insurance company. But if you do not have private health insurance, in that case, you will be responsible for the payment of all expenses associated with treatment, including medical, diagnostic, hospital stay, prosthetic, pharmaceutical and ambulance fees.  The Australian Government has Reciprocal Health Care Agreements (RHCA) with the governments of some countries (e.g. United Kingdom, the Republic of Ireland, New Zealand, Sweden, the Netherlands, Finland, Belgium, Norway, Slovenia, Malta and Italy). Under these agreements Australian residents can get help with the cost of essential medical treatments when visiting these countries and residents of reciprocal countries can get some essential subsidised medical treatments while visiting Australia.
