As we are talking about Medicare...first let us tell you what Medicare is. Medicare is the Australian Government’s universal health scheme. It is a Commonwealth government program that guarantees all citizens access to a wide range of health services at little or no cost. The residents of Australia are subject to a 2.0% Medicare Levy on their taxable income lest they qualify for a reduction or exemption.
If you are from a country which does not have a reciprocal health agreement with Australia you should be eligible to not pay the levy. You will know you are from one of these countries if you were not able to get a Medicare Card in Australia. The following are all the countries that can't avail the benefits of the Medicare Scheme: UK, Northern Ireland, Italy, Malta, Sweden, Netherlands, Finland, Norway, Belgium and Slovenia.
All you need to apply for the exemption is to complete the Medicare levy exemption certification application, print out and submit your visa confirmation email from immigration along with a certified copy of your passport. The ATO is responsible for evaluating whether an exemption from the Medicare Levy will be granted to you or not and it will take 28 business days to process the application.
